Why the Luxembourg Protocol will make a difference
The Luxembourg Rail Protocol to the Cape Town Convention on International Interests in Mobile Equipment is not yet in force but it is coming soon. This international treaty will make it much easier for the private sector worldwide to provide finance for acquisition of rolling stock by operators and rail lessors. It would not just facilitate more and cheaper finance but it would open the way for new types of financing which will in turn help make the rail industry more competitive and move the industry towards a more standardised procurement process.
