The Fourth Railway Package: better service for more passengers or budget for empty trains?
Railway newcomers have brought about unquestionable advantages which are recognised by all stakeholders, including incumbents as new services, new investment, new employment, new modal shift to rail. This contrasts with the evolution of the 4th Railway Package which seems to go the opposite direction back into old patterns of protecting domestic markets and preventing real structural reforms dooming the 4th Railway Package and its objectives for at least the next 10 years. Europe needs more competitive, attractive, and sustainable rail transport, therefore the core rules should establish conditions for independent and strong infrastructure managers, full market opening, strict financial transparency, EU-wide harmonised standards and KPIs.
